The purpose of this article is to establish the authority for the City Council to set fees for the use of City-owned equipment, vehicles, and personnel services, to ensure recovery of operational, maintenance, and labor costs associated with such use.

(a) 
The City Council shall establish, by resolution, a schedule of fees and rates for the use of City-owned equipment, vehicles, and machinery, and for the services of City personnel when operating such equipment.
(b) 
The schedule shall include hourly or unit rates as the Council deems appropriate to reflect the City's costs for fuel, maintenance, wear and tear, wages, and benefits.
(c) 
The schedule may be amended from time to time by resolution of the City Council.

The fees and rates established pursuant to this article shall apply whenever City equipment or personnel are used to provide services outside the normal scope of municipal maintenance, including services provided to private entities, other governments, or for reimbursable projects.

A current copy of the adopted fee schedule shall be kept on file in the office of the City Secretary and shall be available for public inspection during regular business hours.

Nothing in this article shall alter or supersede any fees established under separate ordinances related to utilities, solid waste, permits, or other municipal services. In cases where services overlap, the applicable portion of the fee schedule shall apply only to equipment and labor costs not already covered under another ordinance.
