A. 
Definitions. The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
"Assisted living facility (ALF)"
means a for-profit business that cares for people who are unable to live alone.
"Lift assist"
shall mean a response by fire and emergency medical services (EMS) personnel to assist in physically moving a person who does not require emergency medical transportation in an assisted living facility and/or skilled nursing facility.
"Owner"
means a person who is responsible for the proper operation of the facility.
"Skilled nursing facility (SNF)"
means a for-profit business that cares for people that require full-time nursing assistance.

Fire and EMS personnel routinely provide an exceptional level of service to the public for both emergency and non-emergency calls for assistance. It is our policy to provide assistance to the public for non-emergency situations when the request is appropriate and can be accomplished while remaining available for emergency calls.

A. 
Lift assists that occur at a for-profit business (SNF, ALF) or any other medical facility will result in the following fee schedule:
1. 
First lift in a 12-month period - No charge and the business will be informed of this policy and charged for any subsequent responses to provide a lift assist.
2. 
Second lift in a 12-month period - $150.
3. 
Third and subsequent lifts in a 12-month period - $300.
B. 
This fee schedule does not apply to lifts of persons in Hospice Care.

The municipality shall bill the owner for the lift assist, and the owner shall pay those charges in the manner provided by the municipality. If an owner fails to pay charges assessed pursuant to this section, the municipality may seek payment by any lawful means.
