The Leavenworth director of public works is appointed traffic engineer to exercise the powers and duties as described in the MTO.

A. 
Failure to perform any act required or the performance of any act prohibited by ordinances of the city relating to traffic, including parking, standing, stopping and pedestrian offenses, is designated as a traffic infraction and may not be classified as a criminal offense except for those offenses defined in RCW 46.63.020 which may be classified as criminal offenses.
B. 
The Infraction Rules for Courts of Limited Jurisdiction (IRLJ) adopted by order of the Washington State Supreme Court and in effect presently in the state, together with any changes, amendments or modifications to said rules approved by the Washington State Supreme Court and effective hereafter are hereby adopted by reference for the city municipal court and are incorporated herein by this reference. Three copies of the Infraction Rules for Courts of Limited Jurisdiction and any additions or modifications thereto shall be kept on file with the city clerk-treasurer.
