The purpose of regulating traffic is to control, restrict or prohibit passage along a roadway of persons, vehicles or animals to enhance public safety or public use of the roadway.

The following restrictions apply:
A. 
Trucks are prohibited on Ninth Street between U.S. Highway 2 and Commercial Street.
B. 
Electric scooters/motorcycles and vehicles are prohibited on Front Street, between U.S. Highway 2 and 10th Street.
C. 
Electric scooters/motorcycles and vehicles are prohibited on the portion of 8th Street between Front Street and the alley south of Front Street (Edelweiss Weg).

The provisions of this chapter shall not apply to:
A. 
Passenger buses and trolleys under the jurisdiction of a local public transit agency.
B. 
Any vehicle owned or operated by the city or used for the removal of refuse under contract with the city.
C. 
A public utility while necessarily in use in the construction, installation and/or repair of any facility.
D. 
Any authorized emergency vehicle or city vehicle.
E. 
Delivery vehicles during posted delivery times and in authorized delivery areas.
F. 
Horse carriages and pedicabs as permitted by the city.

Any person who owns, operates or controls an electric scooter/motorcycle, vehicle or truck which is found to be in violation of any of the provisions of this chapter is guilty of a civil infraction and shall pay a monetary penalty as defined in the rate and fee schedule, up to the maximum amount authorized by Chapter 7.80 RCW.
