It is the purpose of this chapter to encourage lighting practices and systems which will minimize light trespass and glare while maintaining night-time safety, utility, security and productivity.

It is recognized that the residents who live in and near the city of Leavenworth value the natural environment and desire to protect it as a resource which adds to the rural character, quality of life, and economic well-being of the city and its surrounding environment and that prevention of overlighting, light trespass, and glare plays an important role in maintaining this character.
