In a planned development district, no primary, accessory or conditional use is permitted outright. All uses in a planned development district are conditional upon approval of the Leavenworth hearing examiner, in accordance with the provisions of this chapter, which provisions shall constitute the basis for and become the zoning requirements of the particular planned development district.
