The purpose of this title is to prescribe the manner in which permits for development and construction are classified and processed, and the general procedures and practices for development permit administration.

The purpose of Chapters 21.01, 21.03, 21.05, 21.07 and 21.09 LMC is to enact the processes and time lines for local land development permitting. The objectives of these chapters are to encourage the preparation of appropriate information early in the permitting process, to process permit applications in a timely manner, to provide the general public with an adequate opportunity for review and comment, to integrate environmental review with development project review, and to provide the development community with a standardized process and predictability.
D.
Other laws, ordinances, regulations and plans have a direct impact on the development of land. These include, but are not limited to, the city of Leavenworth Comprehensive Land Use Plan, the Leavenworth Shoreline Master Program, the city's Wastewater Facilities Plan and Comprehensive Water System Plan, the Six-Year Transportation Improvement Program, the Leavenworth Municipal Code (LMC), particularly LMC Titles 12, 13, 14, 15, 16, 17 and 18, the International Building Code, and the laws, ordinances, regulations and plans of federal, state and local agencies.
