Pursuant to the authority conferred by Chapter 35.63 RCW, there is created a city planning commission, consisting of seven members who shall be appointed by the mayor and confirmed by the city council. Up to two of the members may be either residents or nonresidents of the city, but shall reside within the urban growth area boundary of the city, and the remaining five shall be residents of the city.
The term of office of the seven members appointed by the mayor shall be four years; provided, that the initial terms of planning commission members shall be staggered to two and four years, and thereafter the terms of all members shall be four years.
