Pursuant to Chapter 35A.34 RCW, there is hereby established a biennium budget for the city of Washougal, beginning with the biennium starting January 1, 2025. The 2025-2026 biennial budget and all subsequent budgets shall be prepared, considered and adopted under the provisions of this chapter and Chapter 35A.34 RCW.

Pursuant to Chapter 35A.34 RCW, the city council shall provide for a mid-biennium review, and any modification shall occur no sooner than eight months after the start, but no later than the conclusion of the first year, of the biennium. The finance director shall prepare a proposed budget modification and shall provide for publication of notice of hearings consistent with publication of notices for adoption of city ordinances. The proposed budget modification shall be submitted to the city council and shall be a public record available to the public. A public hearing shall be advertised at least once and shall be held no later than the first regular council meeting in December and may be considered from time to time thereafter. At the public hearing(s), the council may consider a proposed ordinance to carry out such modifications. The proposed ordinance shall be subject to the provisions of Chapter 35A.34 RCW.
