Whenever the city receives an NSF notification on a payment received, there shall be levied a $40.00 collection charge in addition to the amount already owed to the city.

In the event the city receives two NSF checks from the same party within any 12-month period, the city shall not accept further checks from said party in payment of any city bills for a period of 12 months from the date of the last NSF check returned.
