It is unlawful for any person, firm or corporation to conduct, operate or manage any carnival, circus, fair or other public exhibition for profit or gain, without first having obtained a license therefor as herein provided.
(Ord. 286 § 1, 1962)
Such license may be granted by the city clerk upon the payment of a fee of $25.00 for each day or portion of a day that such carnival, circus, fair or exhibit shall operate; provided, however, that before any such license is granted, the clerk may require such showing as he deems proper to evidence the law-abiding character and financial worth of such applicant; and provided further, that the applicant shall submit an application in writing which shall specify the name of the person, firm or corporation which will conduct such carnival, circus, fair or public exhibition; the location of the principal place of business of such person, firm or corporation; the names and addresses of such person, firm or corporation; the length of time the activity is to be conducted and the nature of the activity to be conducted. The applicant shall also furnish evidence that a public liability insurance policy is in force in the amount of not less than $10,000 for one person and $20,000 for one accident.
(Ord. 286 § 2, 1962)
Any such person, firm or corporation applying for the license shall pay to the city clerk, in addition to the license fee, $10.00 per officer per day for the period of time the license is to be issued to compensate for and reimburse the city for police protection furnished to the premises where the activity is carried on. The fee shall be paid at the time the license fee is paid. The city clerk shall issue no license therefor to any person, firm or corporation until the additional fee for police protection has been paid.
(Ord. 286 § 3, 1962)
It shall be the duty of every person operating such carnival, fair or exhibit to comply with all the conditions upon which any such license as herein provided is granted, including the payment of water charges and all requirements of the supervisor of public works and fire chief concerning sanitation, structure and fire protection.
(Ord. 286 § 4, 1962)
Upon receipt of any such application, the city clerk shall notify the supervisor of public works and the fire chief of the date of the proposed activity and shall withhold the issuing of the license until the proposed activities and location have been approved by these persons.
