No person or corporation shall place, or allow to remain, any mail boxes, posts, or other material on or in the city streets, except with the express permission of the city council or in accordance with a resolution adopted by the city council.

The city council may by resolution allow the placing of mail boxes, posts and/or other material on the city streets, limiting the areas wherein they are permissible and specifying what shall be allowed on the city streets.
