As used in this chapter, "roadway construction zone" shall mean an area where construction, repair, or maintenance work is being conducted by public employees or private contractors, on or adjacent to any public roadway.

The public works director in coordination with the Washougal police chief shall have authority to designate the location and duration of all roadway construction zones, and shall have the authority to establish reduced speed limits for all vehicles traveling within designated construction zones.

The persons or entities that are performing the roadway construction, repair, or maintenance work shall place signs in a conspicuous manner to inform all vehicles where the roadway construction zone begins and ends and where any reduced speed limits in the construction zone begin and end, as designated by the public works director. The public works director shall confer with the persons or entities that are performing the roadway construction, repair, or maintenance work to determine the proper location and duration of all roadway construction zones, and shall take into consideration whether roadway construction zone signs and reduced speed limit signs should remain in place or be temporarily removed while no actual construction work is being performed.

No person may drive a vehicle in a roadway construction zone at a speed greater than that allowed by the construction zones speed limit signs, or other traffic control devices as defined in RCW 46.04.611.
A person found to have committed any infraction relating to speed restrictions in a roadway construction zone shall be assessed a monetary penalty equal to twice the penalty regularly assessed for the infraction.
A person who drives a vehicle in a roadway construction zone in such a manner as to endanger or be likely to endanger any persons or property, or who removes, evades, or intentionally strikes a traffic safety or control device is guilty of reckless endangerment of roadway workers. A violation of this subsection is a gross misdemeanor.
