All users of the city's water supply shall comply with the Uniform Plumbing Code Chapter 10, State of Washington Cross Connection Regulations, WAC 246-290-490, and the current edition of the Cross Connection Control Manual – Accepted Procedure and Practice published by the Pacific Northwest Section of American Waterworks Association.

Backflow Prevention Assemblies to Be Installed. In addition to situations requiring backflow prevention assemblies as set forth in this section, the city reserves the right, as a condition of water service, to require any party seeking water service to install a backflow prevention assembly when the director of public works, or designee, determines a need to protect the city's water system and/or facilities. Premises isolation for all service connections by an approved air gap or reduced pressure backflow assembly is required for all customers with access to unapproved auxiliary water supplies, as defined by WAC 246-290-010(283), connected to a piping system whether or not an interconnection exists between the unapproved auxiliary water supply and the city water system. All backflow prevention assemblies shall be installed and maintained by, and at the expense of, the customer.

The city shall enforce the provisions of these regulations through the director of public works. The director of public works may delegate responsibilities to a certified cross connection control specialist/inspector. The city's standards may supersede the state regulations, but in no case shall they be less stringent.

All approved standards for cross connections shall be approved by the director of public works or his designee. All backflow prevention assemblies required by these regulations shall be a model approved by the Washington State Department of Health. Further, approved backflow prevention assemblies required by these regulations shall be installed under the direction of the director of public works and/or under the supervision of the cross connection specialist/inspector per city standards.

All RPBAs, RPDAs, DCDAs, DCVAs and PVBAs are required to be tested at least annually and all air gaps installed in lieu of an approved backflow prevention assembly shall be inspected at least annually. Completed test reports shall be returned to the city within 30 days after receipt of the yearly test notification. Tests and inspections may be required on a more frequent basis at the discretion of the director of public works.

Only authorized employees of the city with proper identification shall have reasonable access at reasonable hours of the day to the user's premises to which water is supplied. The city shall abide by all appropriate legal means to facilitate this access. Water service shall be refused or terminated to any premises for failure to allow necessary inspections upon the city's request as above set forth.

Failure of the customer to cooperate in the installation, maintenance, repair, inspection or testing of backflow prevention assemblies required by these regulations and incorporated in this chapter shall be grounds for termination of water service to the premises or the requirement for an air gap separation. This determination shall be made at the discretion of the public works director or his designee.
