(1)
No significant industrial user (SIU) shall discharge wastewater into the POTW without first applying for a wastewater discharge permit from Ecology. The director may require proof of such application. Obtaining a wastewater discharge permit does not relieve a permittee of his/her obligation to comply with all federal and state pretreatment standards or requirements or with any other requirements of federal, state and local law including the requirement for applying AKART.
(2)
The director may require other users, including liquid waste haulers, to apply for wastewater discharge permits as necessary to carry out the purposes of this chapter.
(3)
The director may also establish, and require users by letter, permit or rule, to implement best management practices as determined by the director.
(4)
The city encourages all users seeking authorization to discharge to the POTW to complete a pollution prevention review before submitting their request to discharge to the director. The city may require users who must submit a pollution prevention plan under the state of Washington's Hazardous Waste Reduction Act to provide this plan to the director as a condition of initial or continued discharge.
