The building official shall require the issuance of a permit for any excavation, grading, fill or construction in the community pursuant to Appendix J; and
(2)
If a proposed site and improvements are in a location that may have geological hazards, a review must be made by persons qualified in geology and soils engineering; and the proposed new construction, substantial improvement, or grading must (a) be adequately protected against hazardous conditions, and (b) not aggravate the existing hazard.
