The purpose of this article is to reduce the ambient concentrations of toxic air contaminants on the Tulalip Indian Reservation and thereby prevent air pollution. The Department does adopt the following framework:
(1)
The Department will continue to acquire and study scientific information on the effects of toxic air contaminants on the public health and control measures to mitigate such impacts.
(2)
The ambient impact of emissions of toxic air contaminants from new and existing sources will be evaluated by comparing modeled or measured concentrations with the Acceptable Source Impact Levels (ASILs) adopted by the Board.
(3)
The Best Available Control Technology (BACT) will be required for sources of toxic air contaminants to minimize the emissions and protect the health and welfare of the people of the Tulalip Indian Reservation.
