The manager and other duly authorized employees or representatives of the Utility bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling and testing in accordance with the provisions of this title.
Any person who willfully obstructs or prevents an employee or representative of the Utility from entering or remaining upon property for a lawful purpose under this title shall be subject to a penalty of $100.00 for each such incident, and, in addition to such penalty, shall be liable to the Utility in a civil action for all damages, costs and attorneys fees whether at trial or on appeal suffered by the Utility as a result of the obstruction.
