The provisions of this title shall receive a liberal construction in furtherance of the purposes hereof for purposes of construction of this title; the section headings shall not be interpreted as limiting the provisions hereof; use of the masculine shall include the feminine and use of the singular shall include the plural.

The Board of Directors of the Tulalip Tribes has the power to amend this title at any time. The Board shall act upon proposed amendments to this title, submitted for action by the Utility, by approval or disapproval of such proposed amendments.

No employee, officer, contractor or agent of the Tulalip Tribes or the Tulalip Utility Authority is authorized to suspend or alter any of the provisions of this title without the formal approval of the Board of Directors of the Tulalip Tribes.

In the event any portion or provision of this title, or its application to any person or circumstance, is determined to be invalid, in whole or in part, the remainder of this title shall continue in full force and effect.
