The Cowlitz County Board of Equalization shall be composed of three members, who shall be citizens of Cowlitz County, and appointed by the county legislative authority to terms of not more than three years. In making such appointments, the county legislative authority shall seek to assure that each county legislative authority district shall be equally represented on the Board of Equalization. The county legislative authority may also appoint alternative members as it deems necessary.
