When any property is sold at foreclosure for delinquent assessments, the County Treasurer shall hold the amount bid in a special account until the property is redeemed or the redemption period expires, whichever comes first. At any time prior to expiration of the redemption period the owner may redeem the property by paying to the County Treasurer, for the benefit of the successful bidder, the full amount of the bid plus interest thereon from the date of the sale to the date of redemption, at the rate in effect for judgments as of the date of sale. If the property is not redeemed during the redemption period the County Treasurer shall deliver a deed to the property to the successful bidder.
