The intent of this chapter is to address applications, reviews, approvals, and consolidation of proceedings in the administration of applications for development permits, as well as the administration of land use laws in association with vesting laws, nonconforming uses, and existing lots of record. "Development permit" or "development permit application" shall mean: any discretionary land use or environmental permit or license or determination required from a local government in a multi-regulation review process, including, but not limited to, construction or exterior alteration of structures, dredging, drilling, dumping, filling, earth movement, clearing or removal of vegetation, Class IV general forest practices, or other site disturbance which either requires a permit, approval or authorization from the county or from another public agency, but excluding the adoption of amendment of the Comprehensive Plan or development regulations or health regulations, or any amendments thereto.
