A surcharge of fifteen dollars is imposed on the license fee for each marriage as authorized by RCW 26.04.160 (as amended by Chapter 451 of the Laws of 1993).

The surcharge imposed by Section 4.88.010 shall be collected by the county auditor. Surcharges so collected shall be remitted to the county treasurer for deposit in a separate account.

The funds accumulated through the collection of the surcharge imposed by Section 4.88.010 shall be used solely for the purpose of funding family services in Kitsap County.

The department of personnel and human services shall use the funds collected pursuant to Section 4.88.020 to provide family services in Kitsap County in any manner authorized by law.

The term “family services” shall include, but not be limited to, services such as:

Resource information and referral;
(2)
Parenting classes;
(3)
Child care;
(4)
Child development activities;
(5)
Health screening;
(6)
Educational activities;
(7)
Support and discussion groups;
(8)
Outreach services.
