The town of Twisp hereby creates the community police advisory board, consisting of five members, who shall be appointed by the mayor and confirmed by the council.

Of the five members of the board, three members shall be residents of the town of Twisp, one of which shall be a member of the Twisp town council, and two members shall be citizens who reside outside of the Twisp town limits but within the boundaries of the Methow School District No. 350.

Appointments shall be for a term of two years and shall commence on January 1st of each year and shall expire on the thirty-first day of December of the last year for which the term is made; provided, that members shall remain in office until their successors are appointed and confirmed. The first board members, excepting the chairman, shall determine by lot whose term of office shall expire each year, in order that at least one term shall expire each year.

(1) 
Board members may be removed during their term for no cause stated upon a recommendation from the mayor and the affirmative majority of the council sitting with a quorum.
(2) 
Whenever a board member is absent for three consecutive regular meetings of the board or an aggregate of five regular or special meetings of the board, unless permission is granted by a majority of the board, the board member's right to the position shall be automatically terminated.
(3) 
Upon the resignation or removal of any member, a successor shall be appointed by the mayor and confirmed by the council for the unexpired term.

(1) 
The community police advisory board shall hold not less than one meeting each quarter. Meetings shall be in the Twisp Council Chambers and all meetings shall be subject to the Open Public Meetings Act (Chapter 42.30 RCW). Public meetings of the board shall be held at such time and dates as a majority of the board shall establish. A special meeting can be called at any time by the presiding officer, or by a majority of the members of the board, upon written notice delivered at least 24 hours before the time of such meeting as specified in the notice.

At the first meeting of the board following January 1st of each year, the board shall elect a chairman and vice chairman from its members. The chairman shall preside at the meetings of the board. The board may designate one of its members to act as secretary without salary, or if requested by the board, the mayor shall designate a member of the paid staff of the town to serve as such secretary to the community police advisory board.
(3) 
The presence of three members of the board shall be required to constitute a quorum for the transaction of business. A majority vote of those present shall be necessary to carry any motion. The board may establish by-laws or procedures for conducting its meetings.
(4) 
The board shall keep minutes of all meetings and all business transacted and may tape-record its meetings. All records of the board shall be open for public inspection, except those that may be exempt from public disclosure under state law.

(1) 
The board shall be advisory to the town council and mayor regarding general planning, policy, direction, development, and supervision of the Twisp police department and its programs. It will also advise the mayor, council, and police department on the relationship between the police department and the greater Twisp community. It may, at the request of the mayor, hear and investigate complaints between the police department and the other staff and officers of Town Hall, or between the police department and members of the community.
(2) 
Notwithstanding the broad scope of its general advisory duties, the board shall have no power to investigate, review, or otherwise participate in matters involving specific police personnel or specific police-related incidents, except at the request of the mayor or an affirmative majority vote of the council sitting with a quorum.

The members of the board shall receive no compensation; however, when the board determines that it is desirable for members to attend a local, state, or regional conference dealing with law enforcement issues, it may recommend the attendance and payment of actual expenses involved with attending such meetings through requests in the annual budget. If approved in the annual budget, reimbursements for these expenditures shall be allowed as per the same policies as for all other city travel.
