It is unlawful for any person to go upon or drive any vehicle upon, or lead or ride any animal upon, or place any obstruction on any airport established or to be established within the confines of Kitsap County except when such person, animal, or vehicle has received the written permission of the manager of any such airport facility and except any authorized emergency vehicle.

(a) 
“Airport”
means any area of land or water defined and set aside for the landing and taking off of aircraft, and utilized or to be utilized in the interest of the people for such purposes.
(b) 
“Authorized emergency vehicle”
means any vehicle of any fire department, police department, sheriff’s office, coroner, prosecuting attorney, Washington State Patrol, ambulance service, public or private, which need not be classified, registered or authorized by the State Commission on Equipment or any other vehicle authorized in writing by the State Commission on Equipment.
(c) 
“Obstruction”
means any obstacle or impediment placed in such a way so as to prevent free passage by either vehicle or aircraft and render the airport facilities more difficult or dangerous for travel by either aircraft or vehicle.
(d) 
“Vehicle”
includes every device capable of being moved upon a public highway and in, upon, or by which any person or property is or may be transported or drawn upon a public highway including devices moved by human or animal power.
