The compensation of all appointive city officials and city employees who are entitled to compensation shall be set out as a portion of the city's annual budget ordinance as required by law. Such ordinance may only be altered, changed or modified by another ordinance.

The duties of the city attorney shall be those prescribed by RCW 35.24.110. The city attorney shall also be allowed reimbursement for long distance telephone calls and for actual costs and expenses incurred while outside the city on official city business.

Commencing with the calendar year 2020, the salary and compensation of the elected city officials shall be as follows:
Mayor
$1,200 per month
Councilmembers
$250.00 per month
This chapter is subject to the applicable provisions of state law, particularly RCW 35A.12.070 which, among other things, prohibits any increase in compensation from becoming effective during the remaining term of any incumbent or a mayor when the mayor's tie-breaking vote is necessary to pass the ordinance increasing the compensation.

Appointment and removal of a city engineer shall be authorized and provided for by RCW 35.24.020. The salary of the city engineer shall be as provided in the annual city budget ordinance or as otherwise established by special ordinance. The city engineer shall perform all duties required of him by law.

There shall be an office in city government to be known as the "department of public works." The administrative head of the department of public works will be known and designated as the "director of public works." The director of public works shall be appointed by, and serve at the pleasure of, the mayor. The salary of the director of public works shall be as provided in the annual city budget ordinance or as otherwise established by special ordinance.

The city engineer may, if the city council so directs, serve as the director of public works. In such dual capacity, the city engineer shall perform or be responsible for all the duties required of the city engineer and the director of public works by state law or other provisions of this code.

The duties of the director of public works are defined as having a general supervisory authority over the following:
(1) 
The director of public works shall be ex officio building inspector for the city, including the administration of building codes, standards and permits defined or required by ordinance;
(2) 
The construction, repair and maintenance of all city streets, alleys, sidewalks and other public rights-of-way;
(3) 
Waste disposal, including sewer lines, sewage disposal plant, gathering of solid refuse and city landfill operations;
(4) 
All surveys, diagrams, plats, specifications and estimates required in all physical improvements and construction done by city forces;
(5) 
The physical properties and facilities located in city parks, excluding recreational programs and personnel;
(6) 
Such other duties and responsibilities as the mayor and city council authorize and direct.

The police chief of the city shall perform all duties required of him by any law or ordinance and such other duties as the council may direct. He shall make a quarterly report to the council of his services, giving a detailed account of all money received by him and his disposal of the same.
