The city clerk/treasurer or her authorized representative shall have the authority to remove from "active" to "charge-off" status utility accounts with outstanding balances of $5,000 or less that have been discharged by a bankruptcy court of competent jurisdiction.

For the purposes of this chapter, "utility accounts" means all garbage and sewer accounts created pursuant to CMC Title 14.
