The master plan is intended to provide means for planning and assessing sites for a wide range of activities such as residential, commercial and industrial. Such plans are to be based on a larger area to provide a more comprehensive view of the proposed uses and their impacts on surrounding properties. Projects are encouraged to use innovative development techniques to maximize open space and trail systems, enhance environmental protection and minimize impervious surface and storm water runoff. Development of master plans is also intended to ensure the availability of adequate capital facilities and infrastructure to support these uses and the adequate protection of environmental resources located in these areas.
