A major emergency and disaster plan for the city of Clarkston shall be developed by the fire chief under the direction of the mayor pursuant to Chapter 38.52 RCW. The plan shall be reviewed by the city council. The plan may be adopted by a resolution of the city council.

Within the major emergency and disaster plan is a provision that authorizes the incident commander(s) to request that the mayor and/or city council declare a local emergency. During any local emergency the mayor and/or council will serve as the policy group for the incident command team.

The disaster plan may be modified from time to time by the fire chief under the direction of the mayor upon a resolution of the city council.
