The specifications and plans set forth in the Standard Specifications for Municipal Public Works Construction, dated 1963, published by the Washington State Chapter of American Public Works Association and as subsequently amended, shall prevail for any construction, alteration, street cuts or obstruction within the city except as may be amended hereafter or by direction of the DPW acting within the scope of his authority.

Public works department standard plans 1 through 5 are incorporated herein by reference and made a part of this title. Said drawings may be revised from time to time by the DPW as deemed in the best interest of the city. Amendments to this title by the city council will be sufficient cause to revise the drawings without separate action by the council.
