The duties of the hearing examiner shall be to conduct land use hearings on applications for variances and conditional uses, and hearings on appeals from zoning official decisions. The hearing examiner shall make a final decision consistent with applicable city, state, and federal land use laws. The hearing examiner shall prepare written findings of fact and conclusions of law to support the decision. The written decision shall be mailed to the applicant and filed with the city within 10 working days from the date of the hearing.
