(a)
The Council may, by ordinance, create boards or commissions as in its judgment are required or as are now or hereafter provided by law and may grant to them such power and duties as are consistent with the provisions of this Charter.
(b)
The Council shall determine the length of the term, the number of consecutive terms that may be served, and all other matters relating to the members of boards and commissions by ordinance from time to time as deemed appropriate by the Council.
