It is unlawful for any person to maintain a public nuisance. Anything which is injurious to health or indecent or offensive to the senses, or which obstructs the free use of property, or which interferes with the comfortable enjoyment of life or property by an entire community or neighborhood or by any considerable number of persons, or which unlawfully obstructs the free passage or use in a customary manner of any watercourse, public place, street, sidewalk or alley in the City is a public nuisance and subject to summary abatement. Violation of this section is a Class 3 misdemeanor.
