FEEDING
Shall mean the placing, exposing, depositing, distributing, or scattering of food, bait, or any other substance intended to attract wildlife. This shall not mean water.
WILDLIFE
Shall mean all animals that are not domesticated, including but not limited to feral cats and other mammals, reptiles, and amphibians.
This article shall not apply to:
A. 
The feeding of birds, provided that:
(1) 
Bird feeders are placed at least five feet above the ground.
(2) 
Any bird seed that spills on the ground is promptly cleaned up.
B. 
The feeding of wildlife in accordance with the New Jersey Division of Fish and Wildlife provisions.
C. 
The baiting of traps provided it complies with all applicable state laws and regulations.
D. 
The feeding of fish in ponds, lakes, or other bodies of water within the Township of Franklin.
A. 
This article shall be enforced by the Township Animal Control Officer, the Franklin Township Police Department, or any employee so designated by the Township Manager.
B. 
Violations of this article are subject to the following penalties:
(1) 
A fine not to exceed $100 for the first offense.
(2) 
A fine not to exceed $200 for the second offense.
(3) 
A fine not to exceed $500 for each subsequent offense.
