Special events, as hereinafter defined, shall be permitted after review and approval by the Borough Council, which shall grant approval in the form of a resolution. The application for a special event must be submitted no later than 30 days prior to the first day of the event and at least two weeks prior to the next scheduled Borough Council meeting, but not more than six months in advance of the event. Each application should be accompanied by a fee per the fee schedule as established by the Borough Council. Applications submitted less than 30 calendar days prior to the proposed event may be approved, but must include an additional late fee and the Council reserves the right to deny any application not timely submitted. The approval for the event is good for up to 30 days if the event has to be postponed.

As used in this article, the following terms shall have the meanings indicated:
SPECIAL EVENT
A promotional, fundraising, competitive, recreational, or other temporary event, which is held only periodically, such that it does not constitute the regular activities of an individual or organization (i.e., it does not constitute a separate zoning "use" requiring a separate zoning permit or approval, nor is it considered a customary accessory use). Examples of special events include, but are not limited to, a parade, concert, show, carnival, circus, fair, race, fundraiser, or "fun day." Events may be organized and sponsored by an individual, business or other entity having a residence (in the case of an individual) or physical office within Milford Borough, or by any nonprofit corporation having a physical office in Milford Borough or which directly serves or otherwise benefits the Borough community (as determined by the Borough Council in its reasonable discretion).

A. 
The maximum time period for such an event shall be three days and no permits shall be issued to any one individual or business for more than six such events in any one calendar year. A nonprofit organization may be issued permits for up to 12 such events in any one calendar year.
B. 
All activities other than parades, carriage rides, bicycle rides, and other events as determined by Council, which may take place on the streets of the Borough, shall originate on a lot or lots in the Commercial or Residential Districts, or at a park or ball field owned by the Borough when the Council, at a regularly scheduled or special meeting, authorizes such use.
C. 
The sponsoring organization shall make adequate arrangements for security, parking, traffic control, including water-filled barricades or similarly robust vehicular barriers, garbage and trash collection, sanitary facilities, noise control, notification of neighbors, and other special considerations unique to the proposed event, as approved and required by Council.
