Whenever a tag, issued for the then-current year has been stolen or lost, the owner or possessor of the animal for which the same has been issued may, upon payment to the city or such duly authorized person of an amount established by resolution of the Rio Vista city council, receive a duplicate tag for the remaining portion of the then-current year.

It shall be the duty of the owner harboring, controlling, or having the custody of any licensed animals to inform the animal control director of any change of address.

Any person authorized by the animal control director to issue animal licenses shall receive, in full compensation for all services rendered under this title, an amount established by resolution of the city council.

All exotic animals required to have a state license shall be registered in compliance with state law and this title and registered with the city on a form provided by the animal control director.

A. 
Every person owning or having control, custody or possession of any dog within the city shall procure a license for any such dog over four months of age.
B. 
The license shall be procured between July 1st and August 31st annually. The license shall be valid beginning on July 1st and ending on June 30th.
C. 
Unless exempt pursuant to Section 6.12.060, the city shall charge a fee for the issuance of a dog license and tag.
D. 
Upon a puppy becoming four months of age, a license shall be obtained therefor; however, the fee shall be prorated on a semi-annual basis.
E. 
New residents shall obtain licenses for their dogs, and the license fee shall be prorated on a semi-annual basis. New residents who possess valid licenses that expire on the same date as licenses provided in this section, shall be issued a courtesy license in exchange for the aforesaid license upon payment of a fee as determined and set by resolution of the Rio Vista city council. New residents who possess valid licenses that will expire prior to the normal expiration date for licenses provided in this section shall pay a prorated share for the remaining portion of the licensing period.
F. 
Residents who obtain dogs after the penalty-fee licensing period (July and August) shall obtain a license based on the semi-annual pro rata basis.

No fee shall be required with respect to licenses and tags issued for service animals.

Every licensed veterinarian in the city shall submit, at a frequency to be determined by the animal control director, but not more frequently than every two weeks, a record of the names and addresses of the owners of those dogs to which he or she has administered rabies vaccinations during the immediately preceding two-week period.

Any person obtaining a dog license under this title shall attach the license tag issued therefor to a collar, harness or other device, to be permanently worn by the dog for which such license was issued.

Any person failing to obtain a license pursuant to this title shall pay a penalty, the amount of which shall be determined and set by resolution of the Rio Vista city council.

Every person owning or having control, custody, or possession of any cat within the city may procure a license for such cat. The licensing procedure and time therefore shall be the same for licensing dogs, and the fee therefor shall be determined and set by resolution of the Rio Vista city council.
