The purpose of this chapter is to protect the public health, safety, and welfare by regulating camping. By limiting camping to instances of express authorization, the city is able to ensure camping is carried out in a safe, manageable, and regulated manner. Unregulated camping, whether on public or private property, can cause health and sanitation issues, adversely affect the rights of property owners, and jeopardize the health, safety, and welfare of the community.
