The purpose of this policy is to set forth a process and procedures through which the City can accept donations pursuant to RCW 35A. 11.040 and 35.21.100 in a timely and efficient manner.

The city council hereby authorizes the city manager, or designee, to accept and approve donations to the City that:
A. 
Are consistent with City interests as defined in this policy;
B. 
Do not exceed $10,000 in value; and
C. 
Meet the City's code of ethics.
If a donation exceeds $10,000 in value, the council retains the authority to accept and approve donations by way of ordinance.

Donations should only be accepted when they have a purpose consistent with the City's adopted goals and objectives and are in the best interests of the public. The City must always consider the public and how the donation or any conditions attached to the donation will affect the public. All applicable laws shall be followed when accepting donations.

The City of Kenmore finance department is responsible for depositing and administration of any donation to the City. If a donation has any restrictions attached to its use the department will be responsible for tracking use of said donation and ensuring that it is used according to the conditions of acceptance. Restricted donations or donations given for a particular purpose, if accepted, shall be deposited in the fund most closely corresponding to the purpose stated by the donor. If no such fund exists, council may establish, by resolution, an appropriate new fund. If no terms or conditions are attached to the donation, the City may expend or use it for any municipal purpose. The finance director is authorized to establish administrative rules or guidelines to implement this policy.

The City reserves the right to reject any donations or gifts offered to the City if they are not in the best interest of the City or the public.
