The purposes of this chapter are to provide for alternative development standards to address unique site characteristics and to address development opportunities which can exceed the quality of standard developments, by:
A. 
Identifying property-specific development standards for increasing minimum requirements of this title on individual sites; or
B. 
Identifying special district overlays with alternative standards for special areas designated by the comprehensive plan.

A. 
Adopted property-specific development standards are maintained by the department in the property-specific development standards notebook. The property-specific development standards apply to any development proposal on the subject properties. The following P-suffix development standards are in effect: NS-P1, NS-P4, NS-P10, and NS-P19.
B. 
Property-specific development standards address problems unique to individual properties or a limited number of neighboring properties that are not addressed or anticipated by general minimum requirements of this title or other regulations.
C. 
Property-specific development standards include street addresses, tax lot numbers or other clear means of identifying the properties subject to the additional standards.

Special district overlays include policies that prescribe the purposes and location of the overlay.
A. 
Adopted special district overlays are maintained by the department in the property-specific development standards notebook. The special district overlay development standards apply to any development proposal on the subject properties. The following SO development standards are in effect: SO-050;
B. 
Unless they are specifically modified by the provisions of this chapter, the standard requirements of this title and other City ordinances and regulations govern all development and land uses within special district overlays; and
C. 
A special district overlay on an individual site may be modified by property-specific development standards as provided in KMC § 18.47.030.
