No right-of-way permit shall be issued or renewed under this chapter without payment of the applicable fee. The fee for the initial application shall be imposed by the City by resolution, plus actual staff or consultant review time expended to process the application. The fee to renew any such permit shall be imposed by the City by resolution.

The city council shall adopt the following right-of-way use permit fees by resolution:
A. 
Type A.
1. 
Application review fee (includes one inspection).
2. 
Engineer review, per hour.
3. 
Inspection fee, per hour (if additional inspections needed).
Plus disruption/surface cut fee.
B. 
Type B.
1. 
Application review fee.
2. 
Engineer review.
3. 
Inspection fee, per hour.
C. 
Type C.
1. 
Application review fee.
2. 
Engineer review, per hour.
3. 
Inspection fee, per hour.
