City of Harrisburg, OR Chapter 2.35 ELECTION EXPLANATORY STATEMENTS

§ 2.35.010 Purpose.

ORS 25.345 requires local governments to submit an explanatory statement when the governing body has referred a measure to the voters, but OAR 165-022-0400 prohibits local governments from submitting explanatory statements where initiatives or referendums are referred by petition unless the governing body has an ordinance that requires the submission of such a statement. The purpose of this chapter is therefore to comply with these ORS and OAR requirements.

§ 2.35.020 Election initiative and referendum procedures.

In all City measures initiated or referred by petition in which there is a County Voters' Pamphlet, the City of Harrisburg shall submit an explanatory statement for inclusion in said voters' pamphlet.
