As a condition of the issuance of a building permit for new construction within the City of Harrisburg, there shall be included in the permit the requirement that applicants shall construct curbs, gutters and sidewalks along the property. In the event that there are no curbs, gutters or sidewalks within the block in which the new construction is taking place, then the applicant for the building permit shall sign a waiver of remonstrance as to the initiation of any of the aforesaid improvements to the real property, and will consent to the same upon initiation by the City or an adjoining property owner. The waiver of remonstrance shall run with the property and shall bind any successive owner of the real property.
