Storm water can cause flooding, property damage, unsafe driving situations and general inconvenience. It is necessary to establish a fee in order to provide a source of dedicated funds for expenses and projects related to storm drainage. The purpose of this chapter is to establish a fee and a procedure for collecting the fee.

A fee is hereby established that shall be collected and used for expenses and projects related to storm drainage. The charges collected shall be used exclusively for the operation, maintenance, construction and repair of a storm drainage system, and may include employee costs, administration costs and expenses for collection of charges imposed by this chapter.

The responsible party for paying water or sewer charges shall be responsible for paying the storm drainage fee.
2. 
The responsibility shall begin and end on the day water or sewer charges begin and end.
3. 
The due date for payment of the fee shall be the same as for monthly sewer user fees.

Any fee not paid by the due date shall become a lien against the property where the water or sewer service is provided. Liens may be foreclosed and charges collected in the manner required by law for the collection of liens upon real property.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be punished by a fine not exceeding $500.00 for each violation. Each day the violation continues shall be considered a separate violation.
