All plans submitted for preliminary review for parcels of less than one-acre in area shall be drawn to a scale of one-inch equals 50 feet or larger (one-inch equals/less than 50 feet); all plans submitted for preliminary review for parcels of one acre or larger shall be drawn to a scale of one-inch equals 200 feet or larger. All plans shall contain the following information:
A.
General data:
(1)
Name of proposed subdivision or land development.
(2)
North point.
(3)
Graphic scale.
(4)
Day, month, year plan prepared and revised.
(5)
Name of owner.
(6)
Name and address of individual or firm preparing plan.
(7)
Names of abutting property owners and their deed book and page numbers.
(8)
Key map showing location of proposed subdivisions or land development and all roads within 1,000 feet therefrom.
B.
Existing features:
(1)
Perimeter boundaries of the total property, showing bearings to the nearest minute and distance to the nearest hundredths of a foot, except that tract boundaries are not required for residual parcels of more than 10 acres when used for agricultural purposes and not involving any new street or easement of access, provided the general location of the perimeter boundary of such land is shown on the key map.
(2)
Total acreage of property.
(4)
Natural features:
(a)
Sinkholes, watercourses, and tree masses.
(b)
Floodplain and steep slopes as defined by Chapter 12, Zoning, of the Code of the Township of Harris.
(c)
Topographic contour lines at vertical intervals of two feet for land with average undisturbed slope of 4% or less and at intervals of five feet for land with average natural slope exceeding 4%, including source of topographic data.
C.
Proposed development:
(1)
Street information, including:
(a)
Location and width of rights-of-way and cartways.
(b)
Statement of intention to dedicate streets to Township. If streets are to remain private, see § 11-4.2B.
(c)
Proposed street names.
(d)
Typical cross section showing materials for base and surfacing and method of construction.
(e)
Profiles along center line of each proposed street, showing finished grade at a scale of one inch equals 50 feet horizontal and one inch equals five feet vertical.
(f)
Radius of horizontal curves.
(g)
Length of tangents between reverse curves.
(h)
Curb radii at intersections.
(i)
Vegetation to be planted between curb or shoulder and right-of-way line.
(j)
Curbs and gutters, location and typical design.
(2)
Lot lines to the nearest foot and area of each lot to the nearest square foot.
(3)
Sidewalks, including location, width, grades, and ADA-compliant ramps.
(6)
Proposed use of all lots within residential zoning.
(7)
Location of streetlights, street name signs and traffic control signs.
(8)
Proposed house numbers and lot numbers.
(9)
Utility and drainage easements.
(10)
Location and species of shade trees within street rights-of-way.
(11)
Location and pipe diameter (ID) of sewer and water mains and laterals to each lot; location of soil log holes for on-site sewerage systems, plus a statement indicating the type of on-site systems permitted for each soil log hole as specified in the approved plan module.
(12)
Fire hydrants.
(13)
Land to be reserved or dedicated for public use.
D.
Signature:
(1)
Signature or seal of a licensed engineer or land surveyor certifying the accuracy of the plan.
(2)
Signed, notarized statement by the owner certifying ownership of the property and acknowledging all offers of dedication of lands and/or facilities to the Township, and acknowledging that the owner will be responsible for maintenance of lands and/or facilities until they are completed and accepted for dedication by the Township.
(3)
Space for approval signatures by the Chairman and Secretary of the Board of Supervisors, including date of such approval.
