Pursuant to Resolution No. 12-206, the display of art in City Hall is not intended to create a public forum. The walls and spaces of City Hall where art and exhibits will be displayed are not traditional public forums and are intended to remain as non-public forums. The City's acceptance of art on City Hall walls and spaces, is not intended to create an open public forum. The City retains the right to strict control over the nature of any display, and may reject or remove any art or exhibit that does not comply with the policies stated herein. The City will only accept art, exhibits, monuments or displays in City Hall that do not fall within the prohibited categories identified in these display policies.
When considering art or other material to be displayed in City Hall, the City and artists shall adhere to the following display policies:
A.
Any art, informational or commemorative display, event notice or other material that is posted anywhere in City Hall must conform to these policies, demonstrate consideration of the many people who visit and work at City Hall, and be consistent with contemporary community standards as a whole with respect to what is suitable material for display.
B.
Displays may not be vulgar, profane, controversial, offensive, violent, threatening or promote illegal activity.
C.
Displays may not promote or oppose a political party, the election of any candidate or group of candidates for federal, state or local government offices, or initiatives, referendum or other ballot measures or propositions that are prohibited under state laws (RCW 42.52.180).
D.
Displays may not contain or involve any material that describes, depicts or represents nudity, sexual or obscene content.
E.
Displays may not promote or oppose religious statements, including material that endorse or oppose any type of religious opinions or activities.
F.
Displays may not promote, foster or perpetuate discrimination on the basis of age, gender, religion, national origin, race, color, creed, sexual orientation, marital status or presence of any sensory, mental or physical handicap.
G.
Displays may not contain material that demeans or disparages an individual, group of individuals or entity.
H.
Displays may not advertise or promote services or products or contain material that is an infringement of copyright, trademark or is otherwise unlawful or illegal.
