For the purpose of this chapter, the following terms shall have the meanings ascribed to them in this section unless different meanings are clearly indicated by the context:
REPORTING INDIVIDUAL
Any individual required to submit a financial disclosure statement pursuant to this Chapter 59A.
A. 
Any individual who is subject to the filing requirements of both Subdivision 2 of § 73-a of the Public Officers Law and of this Chapter 59A may satisfy the requirements of this Chapter 59A by filing a signed copy of the statement filed pursuant to § 73-a of the Public Officers Law with the City Clerk in accordance with the provisions of this Chapter 59 A.
B. 
On or before April 15 of each year, a statement of financial disclosure covering the preceding calendar year shall be filed with the City Clerk by:
(1) 
The following elected officials: Mayor, City Councilmembers.
(2) 
The following heads of agencies, departments, divisions and their deputies and assistants:
(a) 
Assessor.
(b) 
Supervisor of Building, Inspection and Construction.
(c) 
City Clerk.
(d) 
Deputy City Clerk.
(e) 
Director of Economic Development.
(f) 
Assistant Director of Economic Development.
(g) 
City Engineer.
(h) 
Comptroller.
(i) 
Assistant Comptroller.
(j) 
Fire Chief.
(k) 
Police Chief.
(l) 
Information Technology Manager.
(m) 
Corporation Counsel.
(n) 
1st Assistant Corporation Counsel.
(o) 
Deputy Mayor.
(p) 
Assistant to the Mayor for Youth and Neighborhood Affairs.
(q) 
City Treasurer.
(r) 
Commissioner of Parks and Recreation.
(s) 
Assistant Director of Parks and Recreation.
(t) 
Personnel and Safety Director.
(u) 
Director of Planning, Housing and Community Development.
(v) 
Assistant Director of Planning, Housing and Community Development.
(w) 
Commissioner of Public Works.
(x) 
1st Deputy Commissioner of Public Works.
(y) 
Superintendent of City Streets.
(z) 
Purchasing Agent.
(aa) 
Water and Sewer Superintendent.
(3) 
Voting members of the following boards, councils, commissions, bureaus and agencies:
(a) 
Binghamton Local Development Corporation (BLDC).
(b) 
Binghamton Urban Renewal Agency (BURA).
(c) 
Members of the Binghamton-Johnson City Joint Sewage Board appointed by the City.
(d) 
Board of Contract and Supply.
(e) 
Board of Electrical Examiners.
(f) 
Board of Estimate and Apportionment.
(g) 
Board of Examining Plumbers.
(h) 
Civil Service Commission.
(i) 
Commission for Conservation of the Environment.
(j) 
Commission on Architecture and Urban Design (CAUD).
(k) 
Community Development Advisory Committee (CDAC).
(l) 
Human Rights Commission.
(m) 
Planning Commission.
(n) 
Shade Tree Commission.
(o) 
Traffic Board.
(p) 
Water Street Development Corporation (WSDC).
(q) 
Zoning Board of Appeals (ZBA).
(4) 
Such other City of Binghamton government officers or employees as certified by the Director of Personnel and approved by the City Council.
C. 
Any such City of Binghamton government officer or employee whose duties commence after April 15 of any year shall be notified by the Personnel Department to file such financial statement with the office of the City Clerk within 15 days after the commencement of duties.
A. 
March 15: The office of the City Clerk shall distribute the statement of financial disclosure to City of Binghamton government officers and employees. Statement of financial disclosure forms shall be postmarked or returned to the office of the City Clerk on or before April 15. The statement of financial disclosure shall be in a sealed envelope marked "Confidential Annual Statement of Financial Disclosure filed with City of Binghamton City Clerk."
B. 
May 1: The City Clerk shall produce a list of delinquent individuals who have failed to file their financial disclosure statement and shall forward said list to the Director of Personnel, the Office of the Mayor, the City Council, and appropriate department heads and the delinquent individuals. After receipt of that list, the appointing authority for either those City employees or those appointed seats to the boards, councils, commissions, bureaus and agencies who are required to file shall contact said individuals regarding their delinquency and duty to file.
C. 
On or before June 1: The City Clerk shall inspect the financial disclosure statements for completeness.
D. 
On or before June 15 the City Clerk shall notify the reporting individual in writing, stating that their financial disclosure statement is incomplete and providing the individual with a fifteen-day period to submit a completed financial disclosure statement.
E. 
August 1: The City Clerk shall file a report to the City Council and the Office of the Mayor, with a copy to all non-filing reporting individuals and reporting individuals whose financial disclosure statement is incomplete. The final report shall include a list of all non-filing reporting individuals and a list of reporting individuals whose financial disclosure statement is incomplete.
