Except as otherwise specifically provided herein, any person violating this penal code or any section or provision thereof, shall be guilty of a misdemeanor and upon conviction shall be punished by a fine not exceeding $1,000 or by imprisonment not to exceed 90 days, or by both such fine and imprisonment.

If any section, sentence, clause or phrase of this penal code should be held to be invalid or unconstitutional, the invalidity or unconstitutionality thereof shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this penal code.
