It is hereby declared to be a public nuisance for any person to allow significant concentrations of tent caterpillars to accumulate upon any property within the city of Fircrest, or to suffer the migration thereof to adjacent property within the city.

Any person who fails to comply with the provisions of this chapter shall, upon conviction thereof, be guilty of a misdemeanor.
