The parks and recreation director is authorized and empowered to make and to post or publish such additional rules and regulations as may be required from time to time for the continued use and enjoyment of the park and recreation facilities and the safety of all persons which are not inconsistent herewith. A copy of such rules and regulations shall be filed with the city manager.

The parks and recreation director, and his or her duly authorized assistants, in his or her absence, are authorized to enforce compliance with the foregoing rules and regulations adopted under this title and for violation thereof to suspend for a period of time not exceeding 90 days the right of the violator to use any park or recreational facilities including, but not limited to, the tennis courts, swimming pool, recreation building, and any other park or recreation facility of the city of Fircrest.
