This title shall be known as the land development code of the city of Fircrest.

The comprehensive ordinance codified in this title is adopted for the following purposes:
(a)
To establish administrative procedures for the processing of project permit applications;
(b)
To establish land division regulations governing the subdivision of land;
(c)
To establish zoning regulations governing the use, location and design of real property and associated improvements;
(d)
To establish environmental regulations, including critical area regulations, governing the process for reviewing, analyzing, and mitigating projects having the potential to impact the environment;
(e)
To establish impact fee regulations enabling the city to assess and collect impact fees to offset certain costs to the city associated with the development of real property;
(f)
To establish sign regulations governing the design, installation and maintenance of commercial, residential, public, and other signage; and
(g)
To establish design guidelines that provide direction to homebuilders, developers, city staff, and appointed and elected officials who will be involved in the review of development proposals.
